Replaces the term "State historical parks" with "State parks or other units that preserve and interpret the history" of African American, Asian, Indigenous or Native American, and Hispanic or Latino populations throughout Maryland Natural Resources law

Renames "Freedman's State Historical Park" to "Freedman's State Park" in northeastern Montgomery County, which preserves Black American history before and after abolition of slavery

Renames "Port of Deposit State Historical Park" to "Port Deposit State Park" in Cecil County, consisting of 120-150 acres of the former Bainbridge Naval Training Center including the historic Tome School and Snow Hill archaeological site

Maintains existing requirements for stakeholder advisory committees, partnership agreements with local governments and nonprofits, and reporting obligations for these parks
