Creates an exception in Prince George's County allowing the Board of License Commissioners to issue Class A beer or Class A beer and wine licenses to retail grocery establishments located inside the Capital Beltway

Qualifying grocery stores must be self-service establishments offering food products in at least 6 of 7 categories (fresh produce, meat/poultry/seafood, dairy, canned foods, frozen foods, dry groceries/baked goods, or nonalcoholic beverages)

Establishments must dedicate at least 50% of public floor space to food/beverage sales and derive at least 50% of average monthly gross receipts from food products

Exempts licenses issued under this provision from the state prohibition against one person or entity holding multiple Class A licenses

Requires annual reporting to the Governor and General Assembly by September 1 on licenses issued, pending applications, and gross receipts data; the Act takes effect July 1, 2026 and automatically sunsets on June 30, 2031
