Exempts property managers from needing a collection agency license from the State Collection Agency Licensing Board when collecting rent, utilities, or fees from residential tenants on behalf of property owners

Exemption applies only when payment collection occurs during the lease term or holdover period, and debt collection is not the property manager's primary purpose for that property

Defines "property manager" as a person responsible for managing and maintaining real property, including finding tenants, collecting rent and fees, paying expenses and taxes, and maintaining utilities and systems

Amends Section 7-102 of the Business Regulation Article of the Annotated Code of Maryland

Effective date: October 1, 2026
