Prohibits landlords from using algorithmic devices that rely on nonpublic competitor data to set rent amounts, lease renewal terms, occupancy levels, or other lease conditions for residential properties

Defines "algorithmic device" as technology using algorithms to calculate rent recommendations or lease terms based on data about rent amounts charged by other landlords

Exempts monthly trade association reports with aggregated anonymous data, affordable housing program tools, and internal data sharing within commonly-owned properties

Classifies violations as unfair, abusive, or deceptive trade practices under the Maryland Consumer Protection Act, subject to existing enforcement and penalty provisions

Takes effect October 1, 2026 and applies only prospectively to rental agreements executed after that date
