Renames the "Office of the Deaf and Hard of Hearing" to the "Office of the Deaf, Deafblind, and Hard of Hearing" and similarly renames the Maryland Advisory Council to include "Deafblind" in its title

Adds a new Council member position for the Secretary or designee from the Department of Disabilities, expanding representation on the Advisory Council

Requires at least one Council member from the general public to have special knowledge or expertise relating to services for individuals who are deafblind

Updates references to the renamed office and council across multiple sections of Maryland law, including the Education, Health, Human Services, State Government, and Transportation articles

Takes effect October 1, 2026, with provisions allowing existing printed materials bearing the old name to be used until depleted
