Maryland Department of Health must establish enhanced Medicaid reimbursement rates for providers delivering medical services to individuals with intellectual and developmental disabilities

Rate increases will prioritize services requiring additional time, communication supports, or specialized clinical training

Department authorized to set rates above standard Medicaid levels and make recurring adjustments to support provider access, service capacity, and clinical quality

Implementation contingent on availability of federal funds through the Health Equity for Adults with Disabilities (HEADs UP) Act or similar federal funding streams

Act becomes null and void if federal funding notice is not received by Department of Legislative Services by December 31, 2036; otherwise takes effect October 1, 2026
