Creates a new Class B-SEC (Small Event Center) beer, wine, and liquor license in Prince George's County for venues operating on a per-event or limited schedule basis with capacity for 75-110 individuals

Limits issuance to 24 licenses per license year countywide and no more than 3 licenses per State legislative district at any one time

Requires minimum capital investment of $350,000 for dining facilities and kitchen equipment for venues under construction, or minimum appraised value of $350,000 for operating venues

Sets the annual license fee at $3,500 and requires food to be available during event operating hours

Takes effect July 1, 2026
