Requires the State Administrator of Elections to enroll Maryland in the federal Systematic Alien Verification of Entitlement (SAVE) Program operated by U.S. Citizenship and Immigration Services to verify U.S. citizenship of voter registration applicants and existing registered voters.

Mandates local boards of elections to verify U.S. citizenship through the SAVE Program when processing voter registration applications, including during early voting and on election day.

Establishes a notice of ineligibility process requiring election directors to mail notices to individuals flagged by SAVE as non-citizens, informing them their application will be rejected or they will be removed from the voter registration list.

Creates an appeal process allowing individuals to dispute SAVE Program reports by filing an appeal with the State Board of Elections and providing documentary evidence of U.S. citizenship.

Designated as an emergency bill requiring three-fifths approval in both legislative chambers, taking effect immediately upon enactment.
