Creates a gift basket permit in Howard County allowing florists and gift basket businesses to sell and deliver gift baskets containing up to 72 ounces of beer, 2.25 liters of wine, or 2.25 liters of liquor to customers aged 21 and older

Permit applicants must have flower sales/delivery as their primary business, cannot hold other alcoholic beverage licenses, and cannot operate from chain stores, supermarkets, or discount houses

Alcoholic beverage sales cannot exceed 10% of the permit holder's annual gross sales, and all alcohol must be purchased from a retail license holder

Delivery personnel must be at least 21 years old and must verify the recipient is at least 21 years old

Annual permit fee is $100, and the permit is exempt from distance requirements that prohibit alcohol licenses near public schools
