The proclamation must urge educational and civic organizations to observe the month with appropriate programs, events, and activities

Focus areas include raising awareness about drowning prevention and promoting safe practices around all bodies of water

Adds new Section 7-504 to the General Provisions Article of the Annotated Code of Maryland

Takes effect October 1, 2026
