Establishes "abuse of discretion or illegality" as the standard of review when the State Board of Education considers appeals of county board decisions regarding local policies or rules and regulations

Defines abuse of discretion as occurring when: no reasonable person would take the county board's position, the county board acts without any guiding rule or principle, or the decision clearly contradicts the facts and inferences before the board

Limits stays ordered by the State Superintendent on county board actions to a maximum of 90 days when the action is appealed to the county board or State Board

Allows the State Superintendent or State Board to dissolve a stay at any time before the 90-day limit expires

Takes effect July 1, 2026
