Prohibits incarcerated individuals serving sentences for first degree murder (§ 2-201 of the Criminal Law Article) from earning diminution credits to reduce their term of confinement in State or local correctional facilities

Adds first degree murder to existing categories of offenses already ineligible for diminution credits, which include certain sex offenses against children under 16

Applies only prospectively to offenses committed on or after the effective date, with no retroactive application to prior convictions

Takes effect October 1, 2026
