Repeals Section 11-108 of the Courts and Judicial Proceedings Article, which currently caps noneconomic damages (pain, suffering, loss of consortium, emotional anguish, etc.) in personal injury and wrongful death lawsuits

Eliminates the existing cap that started at $500,000 in 1994 and increases by $15,000 annually, allowing juries to award unlimited noneconomic damages

Removes provisions that limited wrongful death awards to 150% of the cap when multiple claimants or beneficiaries are involved

Applies only prospectively to causes of action arising on or after the effective date, not to pending or prior claims

Takes effect October 1, 2026
