Renames the State Board of Examiners of Landscape Architects to the State Board of Professional Landscape Architects and changes the term "licensed landscape architect" to "professional landscape architect" throughout Maryland law

Modifies Board membership qualifications: two professional landscape architect members must have 10 years of practice with 5 years in responsible charge, while one member needs only 5 years of practice experience

Authorizes the Board to issue emeritus status licenses to landscape architects with at least 25 years of experience (5 in Maryland) who are not subject to pending disciplinary action; emeritus holders may use the title "Landscape Architect Emeritus" but cannot practice

Changes license and permit terms from expiring on a fixed June 30 date to being valid for 2 years from issuance, and allows the Board to use testing services to administer examinations

Updates accreditation references from Middle States Association of Colleges and Schools to Council for Higher Education Accreditation and removes the requirement for Board consultation with established landscape architect associations when adopting ethics codes
