Suspends operation of the Expert Review Team Program during the 2026-2027 school year, with allocated funding redirected to other Blueprint for Maryland's Future purposes

Restructures the Career and Technical Education (CTE) Committee by repealing the CTE Skills Standards Advisory Committee and consolidating its functions, requiring the CTE Committee to develop career pathway information including skills, credentials, and advancement standards for priority occupations

Requires the Accountability and Implementation Board and State Department of Education to identify and report on a new methodology for counting low-income students for education funding formulas by October 1, 2027, with up to $100,000 allocated from the Blueprint Fund for this work
