Requires special elections to fill Delegate or Senator vacancies that occur on or before 55 days before the candidacy filing deadline for the second-year statewide election, with the special primary and general elections held concurrently with regular statewide elections

Governor-appointed individuals filling vacancies serve only until a successor is elected through the special election process, rather than for the full unexpired term

Appointees serve the remainder of the term only if the vacancy occurs after the 55-day deadline before the candidacy filing cutoff

Proposes amendments to Article III (Legislative Department) and Article XVII (Quadrennial Elections) of the Maryland Constitution

Constitutional amendment would be submitted to voters at the November 2026 general election and requires three-fifths approval from both houses of the General Assembly
