Board members and officers of residential condominium councils and HOA governing bodies must complete a mandatory training curriculum within 90 days of being elected or appointed, effective October 1, 2026

Training must be provided by state/local common ownership commissions, approved organizations, Middle States accredited institutions, nationally recognized community manager certification organizations, or county commissions

Required curriculum covers Maryland HOA, Condominium, and Cooperative Housing Corporation Acts, fiduciary duty, governance policies, reserves and audits, meeting procedures, dispute handling, insurance, maintenance, and record keeping

Certification is valid for 3 years and must be renewed; governing bodies must certify completion, retain certificates, and report to the Common Ownership Commission within 90 days

Non-compliant members may be removed from office or have their votes invalidated by the governing body
