Expands collective bargaining rights for full-time sworn law enforcement officers (deputy sheriffs at lieutenant rank or below) and court security officers in the Baltimore City Sheriff's Office to include salary, wages, and merit step increases

Requires officers to bargain with both the Sheriff (or designee) and Baltimore City jointly, rather than separately based on the bargaining subject

Applies only to Baltimore City and excludes officers at captain rank or above, appointed positions, civilian merit employees, part-time workers, and temporary/contractual/emergency employees

Effective date: June 1, 2026
