Restores voting rights to individuals convicted of felonies while they are serving court-ordered sentences of imprisonment, removing the current prohibition on voter registration during incarceration

Requires the State Board of Elections to establish a toll-free voter hotline for incarcerated individuals to receive voting information, request election materials, and report voting rights violations

Mandates the State Board of Elections to develop regulations in collaboration with the Department of Public Safety and Correctional Services for administering the voter hotline in correctional facilities

Eliminates the criminal penalty (1-5 years imprisonment) for incarcerated felons who vote, by repealing Section 16-202 of the Election Law

Takes effect January 1, 2027
