Reorganizes and recodifies Maryland Medical Assistance Program (Medicaid) laws without making substantive policy changes, renumbering sections 15-103.1 through 15-103.8 to 15-103.3 through 15-103.10

Separates managed care organization requirements into new section 15-103.1, including quality assurance standards, enrollee grievance systems, capitation payment procedures, and specialty mental health service delivery requirements

Creates new section 15-103.2 establishing the Maryland Medicaid Advisory Committee structure with up to 25 members, including at least 5 enrollees and 5-10 advocates for special needs populations

Adds new sections 15-305 through 15-309 to consolidate Maryland Children's Health Program provisions, including Express Lane Eligibility enrollment through SNAP, guaranteed 6-month eligibility, contraceptive coverage, pharmacist services, and pediatric hospital transfer requirements

Effective date of October 1, 2026, with authorization for the Annotated Code publisher to correct cross-references affected by the reorganization
