Nonpublic schools participating in State-funded education programs are prohibited from refusing to issue transcripts to current or former students due to outstanding debts owed to the school

Schools cannot condition transcript issuance on debt payment, charge higher transcript fees to students with debts, or provide less favorable treatment of transcript requests based on debt status

"Debt" includes any money, obligation, claim, or sum owed to the school, but excludes fees charged for the actual cost of producing the transcript

The prohibition applies to both current and former students, and their parents or guardians requesting transcripts on their behalf

Effective date: July 1, 2026
