Expands speed monitoring system (speed camera) authorization from only Anne Arundel, Montgomery, and Prince George's Counties to all Maryland jurisdictions statewide for residential district highways

Applies to residential district highways with maximum posted speed limits of 35 mph, where speed limits were established using generally accepted traffic engineering practices

Speed monitoring systems capture images of vehicles traveling at least 12 mph above the posted speed limit

Local jurisdictions must authorize speed camera use through local law enacted after reasonable notice and a public hearing
