Repeals Sections 5-619 and 5-620 of the Maryland Criminal Law Article, eliminating criminal prohibitions on drug paraphernalia and controlled paraphernalia

Removes the statutory definition of "controlled paraphernalia," which included hypodermic syringes, needles, gelatin capsules, glassine envelopes, and substances used as diluents or adulterants

Removes the statutory definition of "drug paraphernalia," which covered equipment for manufacturing, preparing, storing, or using controlled dangerous substances (excluding cannabis-related items)

Re-letters remaining definitions in Section 5-101 to account for the deleted subsections

Takes effect October 1, 2026
