Renames the "House Health and Government Operations Committee" to the "House Health Committee" throughout Maryland law, updating all statutory references for required reports and notices

Adds the Chair of the new Government, Labor, and Elections Committee as a member of the Legislative Policy Committee, expanding House membership

Reduces the number of Speaker-appointed Delegates on the Legislative Policy Committee from 4 to 3 (or from 5 to 4 when a Delegate holds dual positions)

Updates references to the Senate "Education, Health, and Environmental Affairs Committee" to reflect its new name as the "Committee on Education, Energy, and the Environment"
