Reorganizes and recodifies existing Maryland law governing the Janet L. Hoffman Loan Assistance Repayment Program without making substantive changes to the program's requirements or benefits

Renumbers Education Article sections 18-1503 through 18-1506 to sections 18-1506 through 18-1509, and restructures eligibility provisions into clearer subsections

Consolidates eligibility criteria for loan repayment assistance covering graduates from Maryland colleges/universities, law schools, and accredited veterinary programs, as well as licensed clinical counselors and education professionals

Clarifies that public school teachers qualify after 2 years teaching in STEM/fine arts subjects, schools with at least 55% free/reduced lunch enrollment, or certain former Title I schools participating in the USDA Community Eligibility Provision

Takes effect July 1, 2026, with explicit legislative intent that the revision be construed as nonsubstantive and not as changing existing state law
