Maintains the fiscal year 2026 highway user revenue distribution percentages permanently for Baltimore City (12.2%), counties (4.8%), and municipalities (3.0%) from the Gasoline and Motor Vehicle Revenue Account

Eliminates the scheduled reduction in funding that would have occurred in fiscal year 2028, which would have dropped allocations to 9.5% for Baltimore City, 3.7% for counties, and 2.4% for municipalities

Capital grants from the Transportation Trust Fund remain subject to prior funding of debt service requirements and departmental operating expenses

Takes effect July 1, 2026
