Transfers redistricting authority from the Governor and General Assembly to the elected convention, which must adopt both legislative and congressional district plans by October 1 of each year ending in 1

Allows the General Assembly to challenge a certified plan's legality by majority vote of both houses, requiring the Supreme Court of Maryland to issue a decision within 30 days affirming or rejecting the plan

Disqualifies from convention membership current officeholders, candidates, lobbyists, political party employees, staff of elected officials, and their immediate family members; convention members cannot serve in Congress or the General Assembly during the first term under their adopted plans
