Renames the "Howard County Agricultural Land Preservation Fund" to the "Howard County Agricultural Preservation and Innovation Fund"

Expands permitted uses of the fund beyond land preservation to include programs, services, or initiatives that enhance the commercial viability or environmental sustainability of agriculture in Howard County

The fund receives 50% plus interest of the transfer tax remainder allocated to the county's general fund
