Prohibits standing in roadways, shoulders, median dividers, or intersections in Wicomico County that have been designated as "inherently dangerous" by the county or municipal corporations

Defines "inherently dangerous" as posing a serious risk of injury to pedestrians, vehicle occupants, or others that cannot be mitigated with ordinary care

Requires consultation with the State Highway Administration before designating any state roadway, shoulder, median divider, or intersection as inherently dangerous

Prohibits police from issuing citations unless appropriate warning signs are installed at the designated location in accordance with State Highway Administration traffic control device specifications

Takes effect June 1, 2026
