Establishes the Gun Violence Victim Relocation Program within the Victim Services Unit of the Governor's Office of Crime Prevention and Policy to help gun violence victims relocate for safety

Eligible individuals must be gun violence victims in Maryland who experienced violence near their home or live near a suspected perpetrator and demonstrate a need to relocate; suspected perpetrators are excluded from participation

Provides financial assistance for moving expenses, security deposits, and rent, plus support services including counseling, legal assistance, job training, and disability resources

Creates the Gun Violence Victim Relocation Program Fund as a special, nonlapsing fund with a required $10,000,000 appropriation for fiscal year 2028

Requires an oversight commission and annual reports to the Governor and General Assembly beginning December 1, 2028, detailing program participation, services provided, and effectiveness
