Adds institutions of postsecondary education to the list of entities excluded from the definition of "student financing company" under Maryland's Financial Institutions Article

Exempts colleges and universities from registration and reporting requirements that apply to student financing companies (entities that secure, make, or extend student financing products)

Joins existing exclusions for banks, savings banks, credit unions, and their wholly owned or operating subsidiaries from student financing company regulations

Takes effect October 1, 2026
