Establishes the Certified Peer Recovery Specialist Training Program for Incarcerated Individuals within the Maryland Department of Labor to train inmates in peer support services for individuals with mental disorders, substance-related disorders, or addictive disorders

Requires the Maryland Department of Labor to create at least two new positions: one for correctional education staff to support trainees and coordinate program delivery, and one to support certified peer recovery specialists

Mandates consultation between the Director of Education and Workforce Skills Training for Correctional Institutions and the State Correctional Ombudsman regarding education and workforce training programs in adult correctional facilities

Authorizes the Governor to include appropriations for the program beginning in fiscal year 2028, with funds used for staff positions, professional development, continuing education, and enhanced daily wages for participating incarcerated individuals

Effective date: July 1, 2026
