Expands the definition of "health care provider" under Maryland's medical records confidentiality law to include crisis pregnancy clinics, including mobile facilities that provide pregnancy-related health care

Specifically targets crisis pregnancy clinics that are not already covered entities under the federal Health Insurance Portability and Accountability Act (HIPAA)

Requires these clinics to comply with the same medical records confidentiality protections that apply to hospitals, outpatient clinics, medical laboratories, and other health care facilities

Effective date: October 1, 2026
