Expands the Health Services Cost Review Commission's jurisdiction to include costs for employing or contracting with physicians and other professional providers when facilities do not receive corresponding offsetting professional revenue

Requires the Commission to consider all facility operational costs and expenditures—including physician employment and contracting costs—when evaluating whether facilities have sufficient resources to meet financial requirements

Mandates the Commission take into account these expanded costs when reviewing and approving or disapproving the reasonableness of facility rates and revenue

Facilities may request termination of Commission jurisdiction over any identified physician service, with approved rates for such services capped at June 30, 1985 levels adjusted for inflation

Designated as an emergency measure requiring three-fifths approval in both chambers, taking effect immediately upon enactment
