Adds the City of Frederick to jurisdictions authorized to use noise abatement monitoring systems (automated cameras with decibel readers) to enforce motor vehicle noise violations, joining Montgomery County and Prince George's County

Limits each local jurisdiction to no more than three noise abatement monitoring systems, which must be authorized by local law after public hearing and accompanied by signage at deployment locations

First-time offenders receive a warning notice; subsequent violations carry civil penalties up to $75, with no more than one citation per vehicle per day

Requires the City of Frederick to report to the Governor and General Assembly by December 1, 2027 on program usage, costs, revenue, and effectiveness in reducing vehicle noise

Takes effect July 1, 2026 and remains effective until the termination date specified in Chapters 624 and 625 of the Acts of 2024
