Extends the timeline for failure-to-pay-rent trials in Anne Arundel County from 5 days to 30 days after filing of the complaint

Allows the District Court to issue summons to sheriff's designees in addition to constables or sheriffs, with designees having the same authority and responsibility for serving process

Requires sheriff's designees to post notice of trial at the property or tenant's known address at least 7 days before the trial date

Limits District Court scheduling to no more than 100 failure-to-pay-rent matters per day

Directs service fees to be paid directly to the sheriff's office when service is performed by a constable or sheriff's designee; effective October 1, 2026
