Establishes a Commission on Historic, Cultural, and Civic Contributions in Education, jointly appointed by the President of the Senate and Speaker of the House, with 25 members including experts in diverse group histories, community representatives from legislative caucuses, teachers, students, and higher education representatives

Requires the Commission to study current course topics, curriculum standards, and syllabi to evaluate how they represent the history and culture of diverse groups including African American, Asian American, Hispanic/Latino, Indigenous, Jewish, LGBTQ+, Muslim, immigrant, disabled, and women's communities

Mandates recommendations to the State Board of Education by January 1, 2028, and every 4 years thereafter, to update curricula with evidence-based factual history reflecting contributions of diverse groups, and to the Maryland Higher Education Commission to update teacher preparation programs

Requires the Commission to study school calendars and instructional hours by August 1, 2027, and every 4 years thereafter, making recommendations on adjustments to better reflect customs and traditions of all community members

Takes effect July 1, 2026, with a required report by December 1, 2029 on whether the Commission has accomplished its goals and should continue
