Prohibits any person from operating an immigration detention facility in a building, structure, or facility that was not originally designed and constructed for housing or detaining individuals

Designated as an emergency bill requiring three-fifths majority vote in both houses of the General Assembly, taking effect immediately upon enactment

Amends existing Maryland law that already prohibits state and local governments from entering agreements with private immigration detention facilities, paying costs related to such facilities, or providing financial incentives to private detention operators

Existing law requires 180 days public notice and at least two public meetings before approving zoning variances or permits for private immigration detention facilities

Builds on prior requirement that existing immigration detention agreements be terminated by October 1, 2022
