Adds a new exemption allowing General Assembly members, candidates, and members-elect to receive earned income from state executive units or political subdivisions if they have served at least one full elected term

Requires that individuals using this new exemption have objectively satisfied minimum education, licensure, and experience requirements for the position

Preserves existing exemptions for law enforcement officers, fire/rescue workers, and employment relationships that existed before filing for candidacy or appointment

Joint Ethics Committee retains authority to grant exemptions for educational instruction, merit system positions, human services positions, and career progressions from pre-existing relationships

Effective date: October 1, 2026
