Fixed Base Operators (FBOs) and aviation service companies servicing flights with detained individuals must request to see the warrant authorizing transport and note whether a judicial or administrative warrant exists

FBOs and aviation service companies must compile and submit monthly reports to the Maryland Aviation Administration documenting: number of flights with detained individuals, warrant status for each flight, and whether detained individuals remained on board during refueling

"Detained individual" is defined as a passenger traveling involuntarily or held in any kind of restraint, excluding passengers using standard seat belts or children in safety seats

The bill takes effect October 1, 2026
