Establishes a Task Force on Education Funding and Student Population Growth to analyze challenges related to delayed student enrollment counts and their effect on school funding

Task Force membership includes 11 members: one state senator, one delegate, and nine Governor-appointed representatives from the State Department of Education, Maryland Association of Boards of Education, Maryland State Education Association, Free State PTA, Maryland Association of Counties, Maryland Association of School Personnel Administrators, Public School Superintendents' Association, Office of the Comptroller, and one general public member

Task Force must analyze the connection between growing student populations and school funding provision, and develop recommendations for improving school funding processes

Final report with findings and recommendations due to the Governor and General Assembly by December 15, 2026

Act takes effect July 1, 2026 and automatically sunsets on June 30, 2027
