Adds "management" to the list of eligible purposes for grants and loans from the Maryland Heritage Areas Authority to local jurisdictions and entities for certified heritage areas

Removes the 50% cap on project costs that Authority grants may cover for management plans, acquisition/development projects, and program grants

Reduces the percentage of Program Open Space funds that may be used for Authority operating expenses from 10% to 7%, but establishes a $600,000 floor (whichever is greater)

Increases the maximum additional Program Open Space funds transferable to the Maryland Heritage Areas Authority Financing Fund from $3,000,000 to $9,000,000

Eliminates the provision allowing up to $300,000 to be distributed to the Maryland Historical Trust for noncapital historic preservation grants
