Increases per-resident funding for the State Library Resource Center (Enoch Pratt Free Library) from $2.07 to $2.64 over fiscal years 2028-2032

Establishes a phased funding schedule: $2.17 (FY2028), $2.28 (FY2029), $2.39 (FY2030), $2.51 (FY2031), and $2.64 (FY2032 and thereafter) per state resident

Maintains current funding level of $2.07 per state resident for fiscal years 2025-2027

Removes outdated funding references from fiscal years 2010-2023 from the statute

Takes effect July 1, 2026
