Changes the Class A alcoholic beverage license quota in Cecil County from 1 license per 400 registered voters to 1 license per 1,200 registered voters, effectively reducing the number of available licenses by two-thirds

Limits the license quota to apply only to Class A licenses, whereas previously Class BLX, Class C club, motel-restaurant complex, hotel-restaurant complex, and Class GC golf course licenses were specifically excluded from the count

Clarifies that no other class of license may be counted in the aggregate license computation

Quota continues to be computed and applied separately for each election district within Cecil County
