Research and testing facilities are prohibited from using dogs or cats that have undergone devocalization surgery, and from performing such surgeries on dogs or cats

Testing facilities must use federally-approved alternative test methods (such as computational toxicology, in vitro studies, or high-throughput screening) instead of traditional animal testing when available; if no alternative exists, facilities must minimize animal numbers and suffering

Research and testing facilities must take reasonable steps to adopt out dogs and cats no longer needed for research, including establishing private placement processes and partnering with approved animal rescue organizations

Testing facilities must submit annual reports by January 31 detailing animal species used, dogs/cats released for adoption, and types of test methods employed; the Secretary must publish aggregated data on the Department's website

Violations carry fines up to $1,000 for a first offense and up to $5,000 for subsequent offenses; the law takes effect October 1, 2026
