Political subdivisions are prohibited from issuing use and occupancy permits to nongovernment permit holders who must complete work on State highways carrying more than 25,000 vehicles per day until the work satisfies both the State Highway Administration and the political subdivision.

Applies to permitted work on State highways including making openings, placing structures, digging for pipes/sewers/poles/wires, planting or removing trees, and placing obstructions or improvements.

Amends Section 8-646 of the Maryland Transportation Article to add this new dual-approval requirement for high-traffic State road improvements.

Effective date: October 1, 2026.
