Creates new Section 11-208.2 establishing enhanced felony penalties for possessing or distributing 100 or more images of child pornography, punishable by up to 10 years imprisonment

Establishes separate enhanced felony penalties (up to 10 years) for child pornography offenses involving victims under age 13

Defines how images are counted for penalty purposes: each photo or picture counts as one image, while each video counts as 20 images

Allows sentences under the new enhanced penalties to run consecutively to or concurrently with sentences for underlying child pornography offenses

Takes effect October 1, 2026
