Licensed health care practitioners in Maryland would be prohibited from prescribing, dispensing, or administering cross-sex hormones or hormone therapy to minors for treating gender dysphoria or other mental health diagnoses associated with gender nonconformity

"Cross-sex hormones" are defined as prescription hormones including estrogen and testosterone, as well as hormone blockers including testosterone blockers

Violations would constitute a felony offense punishable by imprisonment up to life

The Department would have authority to adopt regulations implementing the prohibition

Effective date: October 1, 2026
