Renames the Children's Cabinet Fund to the Children's Cabinet Interagency Fund across Maryland's Education, Health-General, and Human Services articles

Mandates the Governor include annual budget appropriations for grants to local management boards with incremental increases: $3 million above FY2027 levels in FY2028, then $2 million additional increases in each subsequent year through FY2031

Specifies that new grant funding is supplemental and cannot replace existing funding for local management boards

Local management boards must apply through Children's Cabinet procedures and submit community partnership agreements aligned with state and local plans for children, youth, and families

Takes effect July 1, 2026
