Expands the definition of "mail" to include items delivered by U.S. Postal Service, common carriers, or delivery services, including letters, postal cards, and packages

Increases penalties for opening another person's mail without permission from 6 days imprisonment/$15 fine to up to 1 month imprisonment and/or $1,000 fine (misdemeanor)

Creates new offense for mail theft: misdemeanor with up to 2 years imprisonment and/or $1,000 fine; elevated to felony with up to 5 years imprisonment and/or $5,000 fine if committed using an "arrow key"

Prohibits possession of arrow keys (specialized postal access keys) with intent to commit mail theft, punishable as a felony with up to 3 years imprisonment and/or $3,000 fine

Grants concurrent jurisdiction to District Court and circuit courts for violations; effective October 1, 2026
